This is a requirement.

Acceptance Criteria:

• Given I am a supplier, I can submit supplementary reports against submitted MYRs; such a MYR can be from either the ZEVA2 or ZEVA system.

Development Checklist:

• A supplementary report should be similar to a MYR; the ModelYearReportForm and getMyrData action should be reusable.
• Legacy (pre-2025) supplementary reports should be under their own tab, similar to legacy reassessments.
