ZEVA 2: Administration page UI & Table logic Updates (IDIR user interface)

Describe the task
This ticket updates the visual layout and table logic for the Administration page. The BA confirmed the required interface changes to improve clarity and user experience. This ticket includes following updates:

1. Add column level filtering inputs - for each column on the administration table add a text input filter under the column header this filtering pattern must match the existing system wide filtering approach used in ZEVA 1.
2. Update Tabs structure (3 tabs total) - IDIR Users (displays only active IDIR users), BCEID Users (displays only active BCEID users), All Inactive User - displaying both inactive IDIR and BCEID users
3. Add "User type" column to the All inactive users tab
4. Add email column to IDIR and BCEID tabs

Purpose
To improve user experience for IDIR users.

Acceptance Criteria
Column level filtering

• Each column in all tabs includes a text input filter directly under the column header
• Filtering is applied instantly and follows the same behavior like in ZEVA 1

Tabs

• Tabs displayed - IDIR Users, BCEID Users, All Inactive Users
• IDIR Users tab - only active IDIR Users
• BCEID Users tab - only active BCEID Users
• All Inactive Users tab - all inactive BCEID + IDIR users

User Type column (Inactive tab only)

• All Inactive Users tab includes a new column User type
• Column can have two values: BCEID or IDIR

Email column

• IDIR Users tab includes a new email column
• BCEID Users tab includes a new email column
• Email column includes copy-to-clipboard icon beside the Email value - allowing quickly copy a user's email address
