ZEVA 2: Administrative page - IDIR Users

Describe the task
Following discussions with BA, we received confirmation regarding updates required for IDIR user roles within the Admin page.
That includes:

1. Renaming existing roles
2. Introducing a new role
3. Defining and enforcing update role combination rules for IDIR roles

Purpose
To align IDIR user roles with the updated role framework approved by business team.

Acceptance Criteria

• Role naming: update: Rename existing "Engineer/Analyst" role to "ZEVA IDIR User"
• Add new role: ZEVA IDIR User (read-only) - This role is intended for users who need to view information in the system but do not need to take any actions or perform work. This role should not be combined with any other roles.

Role combination rules

• ZEVA IDIR User: can be combined with Administrator role
• ZEVA IDIR User (read-only): can't be combined with other roles
• Administrator role: can be combined with ZEVA IDIR User role, Director role
• Director role: can be combined with Administrator role
