Title: CA and MYR Comment Order

• "As an IDIR user", "I want oldest comments to be prioritized when viewing CA and MYR", "so that subsequent reviews and approvals with the Director are easier to read and digest. The current implementation on prod is for comments is to show newest first."

Wireframe:

Purpose and benefit to user: To improve the ease of approvals and reviews for IDIR users during CA and MYR reviews. Particularly, for the director, the current newest first comment order requires them to read the comments in an non-intuitive manner (bottom up).

Acceptance Criteria:

• Given I am a IDIR user, When I am adding or reviewing comments to a CA or MYR, then the comment page orders them with an oldest first approach, thus showing the oldest comment at the top of the list.

Request from BA: I’ve received a request, but it can wait if your sprint has already begun. It’s about the comments in the CA and MYR. We’d like the most recent comment to appear underneath the first comment. Right now everything shows in reverse order, so the Director sees the last comment first. Since the first analyst reviews and the second confirms, it would be much clearer if the original comment appeared at the top and the follow-up underneath.

I test this on dev and it is functioning as intended, with the older comment maintaining its display hierarchy over newer comments.
