Describe the task
Make it so that the table with the VIN records that gov users use to validate credit applications has the same highlighting behaviour in ZEVA1.

Purpose
Better user experience.

Acceptance Criteria

• VIN records with warnings that the user can override are highlighted in yellow.
• VIN records with warnings that the user can't override are highlighted in red.
