[L] Spike: SMS POC for DUP

This ticket is to create a test text message reminder through GC Notify to figure out how this process would work for implementing the full reminder.

This is a POC to understand the process for creating a sms reminder for DUP using GC Notify.

Acceptance Criteria:

• text message reminder is set up in our GC Notify space that is sent at a specific schedule to someone who has booked a pass that acts as a reminder placeholder
