Upgrade GitHub Actions for Lucy Repo #1198

Describe the task
Update the GitHub Actions used to deploy Lucy to latest version numbers
Purpose
Updating the versions of Actions being run reduces tech debt and creates longevity for the application
Acceptance Criteria
- Upgrade cleanClosedPR.yml
- Upgrade deployStatic.yml
- Upgrade pr-labeller.yml
Additional context
- If Lucy is remade later these actions can be repurposed, so there is benefit in correcting them at either step of the process.
- If you look at the deployStatic workflow you can see the Annotation warnings about old action numbers
- Some actions may just need a number increase, some may need more fine tuning
- A Lot of this work could likely be carried over into other repos where common actions like the
Labellerexist
