Add Cypress E2E tests for Charging Sites, Charging Equipment (FSE), and FSE Processing workflows.
Purpose
FSE management is a complex workflow with map integration that needs end-to-end validation.
Acceptance Criteria
- Test viewing Charging Sites list
- Test creating a new Charging Site
- Test editing a Charging Site
- Test viewing Charging Site details (ChargingSiteCard)
- Test adding Charging Equipment to a site
- Test bulk FSE operations (submit, decommission)
- Test FSE Processing workflow
- Test FSE map view and interactions
- All tests pass locally and in CI
