Add Cypress E2E tests for the Notional Transfers and Other Uses workflows.
Purpose
These compliance reporting components need automated testing to prevent regressions.
Acceptance Criteria
- Test creating a new Notional Transfer record
- Test editing an existing Notional Transfer record
- Test viewing Notional Transfer changelog
- Test creating a new Other Uses record
- Test editing an existing Other Uses record
- Test viewing Other Uses changelog
- All tests pass locally and in CI
