Add Cypress E2E tests for the Fuel Supplies and Fuel Exports workflows.
Purpose
These are critical compliance data entry workflows that currently have no E2E coverage.
Acceptance Criteria
- Test creating a new Fuel Supply record
- Test editing an existing Fuel Supply record
- Test viewing Fuel Supply changelog
- Test creating a new Fuel Export record
- Test editing an existing Fuel Export record
- Test viewing Fuel Export changelog
- All tests pass locally and in CI
