Describe the task
Add the FSE link back to the draft compliance report and link to the 'Manage charging sites' page, as shown in the provided screen capture.

Purpose
Restore FSE link from a draft compliance report so suppliers can easily navigate to manage charging sites and related FSE data while preparing a report.

Acceptance Criteria

• The FSE link is visible on draft report versions for BCeID users
• Clicking the FSE link navigates to the Manage charging sites page

Additional context

• Refer to the attached screen capture for expected placement and labeling of the FSE link.
• Ensure this change does not reintroduce previously removed or deprecated navigation paths.
