Update the compliance report display so that the FSE accordion is hidden for assessed compliance reports that contain no FSE data. This change should apply to both BCeID and IDIR users when viewing assessed reports.
Purpose and benefit to user:
Reduces visual clutter and confusion by removing an empty and unnecessary FSE section when no final supply equipment data applies to an assessed compliance report. This makes the assessed report view clearer and easier to interpret.
Acceptance Criteria:
- For assessed compliance reports with no associated FSE data, the FSE accordion is not displayed.
- The FSE accordion continues to display normally for assessed reports that do contain FSE data.
- The change applies consistently for both BCeID and IDIR users.
- Draft and unassessed reports are not affected by this change.
- No empty placeholders, headers, or spacing related to the FSE accordion are shown when it is hidden.
Development Checklist:
- Identify logic to determine when an assessed report has no FSE data
- Update report display to conditionally hide the FSE accordion
- Ensure behaviour is consistent for BCeID and IDIR roles
- Verify no impact to draft or unassessed report views
- Regression test assessed reports with and without FSE data
- Confirm layout spacing remains correct when accordion is hidden

- Confirm whether this logic should apply to original and supplemental assessed reports.
- Ensure this change only affects the display layer and does not alter any underlying data.
