Normalize the current databases records into a [Temporarily] Read only version.

• Normalized Data takes less space, optimizes query time, improves maintainability, and usability.

Acceptance Criteria

• All Records are normalized in a new Dev Database
• Tests are created to check for regressions
• Fixtures are in place for mock data (facilitates testing)
