Look into any disparities with prod map

• Map loads data points locally, at dev url, and at test url

The map issues in test were being caused by the the backend URL being wrong. A subissue has been made to fix this.

This issue is now fixed in dev, but temporarily. I added the openshift env variables manually. I will make a branch now that adds these variables into the deploy yaml files.
