Spike CTHUB - Data template download not functioning

Problem Description
In order to (achieve some goal), (a system or persona) needs to (some action).
When an IDIR user attempts to download dataset templates from CTHUB for the CVP Data, LDV Data, and ICBC Vins categories, an error is shown, and no file is downloaded.

Solution Needs

• The user should be able to download dataset templates for these program categories. We need to identify why this issue is happening and if a simple solution is identified fix it. If the solution to fix the issue is more complicated, we can make a separate ticket.

The problem is some dataset names have changed/been added but the mapping for their columns was not added to the download dataset function. I am working on a fix for this.

This should be resolved, but I need to know if the ICBC Vins dataset needs a download function or if it's just a file that gets uploaded. If it doesn't need a download then we should remove the download button if that dataset is selected.

Tested and approved. Removal of ICBC template download aligns with business area expectations.
