Button inconsistency in registration and reporting

Issue

Buttons are inconsistent across the app, this will confuse the users when they are looking to edit or save or fill out forms.

Administration module: buttons are right aligned

Register operation form

• missing a "save" button

Reporting

• Administration and registration will follow the reporting format where the back/cancel button is left aligned and the edit/save button is right aligned

Task

In administration module,
move the back/cancel button to the left and have the edit/save to the right on Operation, Facility, Contacts, Operator information forms

In the registration module,
Use the same button format as Reporting,
