Describe the Bug:

Error message after clicking save and continue on operation registration page when user select all other registration purposes except opt-in

Steps to reproduce the behaviour:

1. Go to the BCIER test site
2. Login using test Business BCeID
3. navigate to register an operation
4. select registration purpose
5. Fill out form
6. click save and continue
