Unable to save edit in A&R under Pilot Bay Sawmill bay camprgound

To replicated in prod:

• With any role go to A&R enter data (happening for that sub-area role only but also happens when I try with sysadmin)
• select a month then Pilot Bay (0163) and Sawmill Bay Campground (0318) and try to enter data
• click save
• error message pops up and unable to save

Expected Behavior:

• successful save after user clicks save - no error

• Verified that this issue does not happen on both TEST and PROD environments.
• Passing to PO review.
