Move tickets to STRR repo

Move issues that should be kept and are still open to the STRR repo.

A suggested plan is that the team meet daily after standup to clean and migrate all of the open issues to the STRR project repo.

All new issues should be opened in the STRR project repo.

To assist with this:

• Add the STRR repo to the ZenHub STRR board used by the RDS team.
• Migrate or create issues templates
• Switch default issue creation to STRR
