As a student user, I want to have a clear message that if I had an account in SFAS with PD/PPD that the information was transferred to SIMS so that I do not think I need to get another X8 for SIMS

As a student user, I want to be informed that I don't need to add (submit) the Appendix 8 in both systems so that I'm not confused as to where to put it.

As a student user, I want clearer messaging for the system I need to enter documents so that I don't upload in both SIMS and SFAS. This triggers an additional email to the ministry teams.
