User Story
Both outbound MSFAA files have a lifetime sequence number in the header record that we need to be able to set and sequence up as files are created.

Acceptance Criteria

  • Update the PT MSFAA File:
    • Change filename sequence to start at .001
    • Update the header record to include a lifetime sequence number (and not a daily sequence)
  • Update the FT MSFAA File header record to include a lifetime sequence number (and not a daily sequence)
