Analysis: eCert Codes to be available within SIMS for Ministry user

As a ministry user, I want to have the eCert codes available or as a popup moveable dialogue box on a SIMS page so that I can look up the code quickly and determine the errors reported from NSLSC relating to eCert file rejections

Acceptance Criteria

• This is an analysis ticket to determine how this can be implemented
• Connect with ministry users who use eCert Codes for additional requirements

Additional Context

• We receive an email with the eCert code but no other additional information
• We need two windows open at the same time to view the student account details and OneNote document
• We need to spend extra time looking up the code in a OneNote document
