Optimize NRCED records query

Describe the task
The db query associated with the nrced records request needs to be updated to be more performative:

search?dataset=OrderNRCED,InspectionNRCED,RestorativeJusticeNRCED,AdministrativePenaltyNRCED,AdministrativeSanctionNRCED,TicketNRCED,WarningNRCED,CourtConvictionNRCED,CorrespondenceNRCED,DamSafetyInspectionNRCED,ReportNRCED&pageNum=0&pageSize=25&sortBy=-dateIssued&fields=`

Purpose
Decrease the amount of time we see a white screen when navigating to /records on nrced.

Acceptance Criteria

• Decrease in the white screen time when navigating to /records
