Create `cargo fix` equivilant tool

Bazel lacks many of the bells and whistles a native Rust/Cargo repository might. One of those things is the cargo fix command. A tool for Bazel could probably be written to read rustc/clippy output and generate a patch to apply to source files in the repo using rustfix.
