Add ability to disable ECC, TMC and EON.

It would be nice to add ability to disable ECC, TMC and EON.

It appears if you set the PI code to something that's used in the us the ECC data gets set incorrectly for a random European country. Can cause problems with some RDS encoders.

Probably the cause of #97

Also maybe nice to add RT+.

Perhaps we don't need to disable ECC at all since it appears it's not being correctly used for US Pi code and perhaps other countries too?

Just to update this it looks like EON is not defined at all?

On a TEF6686 radio it was showing EON was enabled so was a bit confused. Perhaps corruption caused it to incorrectly showed as enable because i don't see it now.
