[UC06/14/16/20/] Get locations with filter #8

The route that returns all locations to authenticated Managers and/or Mobile Users shall allow filtering with (at least) the following properties:
- Page size
- Page index
- Radius (in kms)
- Position (latitude, longitude)
It shall only return the locations inside the circle with the given radius around that position.
The filtering properties shall be optional.
By default, there can be a page size relatively large, and it shall return the index 0.
