Please add permissions for integration with new token or github app.

Hi everyone,
I am working on integrating the Backstage Copilot plugin with GitHub using a GitHub App.
I want to ensure that I request the minimum necessary permissions for the GitHub App to maintain security. Could someone please advise on the specific permissions needed for the following actions?

For a classic token, the required permissions are:
manage_billing:copilot
read:org
read:enterprise

Any guidance on the appropriate permissions to request for a GitHub App to perform these actions would be greatly appreciated.
