[Clean up] renew flag in delegation endpoint

• Remove condition checking maxFinalityProviders
• Change logic to only allow timelock renewal
• Add feature flag check for timelock renewal
• Update DelegationPublic struct CanExpand logic
• Update API response
• Update database fields
