API to indicate if services is catching up with babylon network

One crucial consideration for our dApp is that we must disable the dApp and all associated APIs while the indexer is bootstrapping. Otherwise, we risk serving incorrect data to the frontend, which could lead to users interacting with inaccurate or outdated information.
