Request Failure for New User

Steps to Reproduce:

• deploy VAMS and upload an asset
• create a new user (following the instructions in the workshop)
• login to VAMS with the new user
• See failed request 403

When I initially created the databases I didn't choose to make them available to all vams users so the list of databases available to this particular user is zero.
