Add the ability to list-layer-versions

An error occurred (AccessDeniedException) when calling the ListLayerVersions operation: User: arn:aws:iam::{Account}:user/{User} is not authorized to perform: lambda:ListLayerVersions on resource: arn:aws:lambda:us-east-1:753240598075:layer:LambdaAdapterLayerX86 because no resource-based policy allows the lambda:ListLayerVersions action

I'm wanting to use the CDK to add the lambda layer to my project, but I have no ability to get the latest version of a layer.
I can obviously come to this repo to make updates, but each time I deploy my lambda I would like to ship it with the latest layer without checking so I can have any security patches, updates etc. Would this be possible to allow? Are there any work arounds?
