As an editor, I want to assert the validity of a report and the reliability of the submitter so I can help AVID build institutional knowledge for future editorial work.

Description

As we get more and more submissions, we'll want to develop a way to share institutional knowledge about submitters and their submissions to gauge their reliability. We should incorporate the admiralty scale into our tech stack and process now so that we can provide this data when necessary.

Acceptance Criteria

• Have a table for managing data on submitters #5
  • lists all of the objects they've submitted, with the status
  • notes from editors/admins on what it's like communicating with the submitter
  • Admiralty Scale Source Reliability field, with change log
• Add a field to AVID Objects to include Admiralty Scale for Information Credibility #6
