Feature: add function to provide summary of validator oracle voting performance

As a validator operator
I want to have an Autonity CLI function to provide a summary of my validator's activity in oracle voting over a specified number of voting rounds
So that I can check if I am actively voting in all oracle voting rounds or not.

This feature shall add some changes in the protocol contract 1st to store the whole lifecycle of a valitor's voting performance, for the time being voting performance can be reset on epoch rotation. Otherwise the CLI need to scan the chain that will cost a lot of time.
