Description

Referrer Policy is only checked via header and not via <meta> tags set in the page response. According to MDN, this is a valid way to set a referrer policy: https://developer.mozilla.org/en-US/docs/Web/HTTP/Headers/Referrer-Policy#Integration_with_HTML -- We should respect this method of referrer policy as well as setting a header.
