[MonologCloudWatch] Monolog v3 support #1381

Currently there's no Monolog v3 support. Some care needs to be taken to keep backwards compatibility (see their UPGRADE document).

Later, if/when #1078 happens php 8.1 could be required and intersection type hints potentially used.
