Cost not part of Ticket model

While cost is a field in the Create Form, it is not part of the Ticket Model, and thus not saved in the DB. Needs to be added, and needs to be added manually to DB on ARCC Server.

I don't know how to prevent you from getting the issues opened on it other
than possibly creating a new team just for the Tracker.
