ADFA-5552: Move media-optimization writeup out of the tree
The savings report is a time-bound analysis, not evergreen docs — it goes in the PR description instead, so it doesn't linger in main after merge. Keep an evergreen pointer to the tool in the README (how to run it, no stale numbers). Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
