K2GO-212 fix(bake): seed Forgejo in the rootfs bake (pass ENABLE_FORGEJO_SEED through env -i)

run_in_proot launches iiab-android under 'env -i', which drops every host variable not in its allowlist. ENABLE_FORGEJO_SEED was not listed, so iiab-android always read the default 0 and skipped the seed. Both bake paths hit this: GitHub Actions (bake-rootfs.yml) calls this script.

Add the variable to the allowlist with a default of 1, so a Standard or Full bake seeds the admin, org, and example repos. Set ENABLE_FORGEJO_SEED=0 to skip it. Basic keeps forgejo off, so is_role_enabled skips it there.
