ADFA-3492 | Fix ProjectFile NPE in resource fragments (#1341)

* fix: resolve ProjectFile from arguments to prevent NPE in resource fragments Introduces ProjectResolver to safely fetch project instances and handle null states * fix: avoid possible NullPointerException and add some validations for the project instance
