Apollo Workbench raises an error before i've even had chance to open a workspace

When opening VSCode with the Welcome Screen shown at startup the Apollo Workbench extension shows an error. I suspect the welcome screen isn't needed for the error but i haven't tested that.

This error shows before doing anything within VSCode, i do not try to use the extension and have no expectation of the extension until a workspace is open.
