Establish a matrix service for the ASF

Hi, I'm thinking if it's a good idea to establish a matrix service for the ASF.

https://matrix.org is an open network for secure, decentralised communication. It's modern, secure, widely adopted, and self-hostable. It's used by many organizations or even government departments like France, Mozilla.

It has open-source clients across all platforms, has native bridge to slack, discord, has native support IRC, has strong end-to-end-encryption support.

If we can host a Matrix service for the ASF, we can gradually adopt it across the organization and potentially replace IRC for our internal discussions.

I would enjoy chatting about ASF things on Matrix.

It seems too early to try and burden Infra with running a Matrix service. I think we should perhaps start by having some ASF-themed channels on the main matrix.org homeserver. If that gets traction, we could set up a community-maintained ASF homeserver (we can make ASF aliases for the existing matrix.org channels so the migration is smooth for users). If that works out, and the maintenance burden is reasonable, we could consider seeing if Infra would be up for running it as an official service.

I have established the *ASF-Infra* thread on Matrix so we can experiment and see whether it satisfies our conversation needs.
