Why does ci2.apache.org use an old version of BuildBot?

• Out of curiosity, I noticed that https://ci2.apache.org/ is using BuildBot 3.4.0, which was released on Oct 16, 2021. The interface seems a bit counter-intuitive.

• I just started buildbot/buildbot-master:v4.0.2 and buildbot/buildbot-worker:v4.0.2 locally following the workaround for Unable to start BuildBot Master from Docker Image buildbot/buildbot#7946 and the UI looks improved.
• 
• I wonder why https://ci2.apache.org/ uses an old version of BuildBot?
