problem

see title

• add two ceph pool
• create a data volume and attach to a running vm
• detach the volume from vm
• migrate vm to another ceph pool

it worked in 4.20, but not in 4.22

error logs in 4.22
Resource [StoragePool:3] is unreachable: Volume [{"name":"Disk-588","uuid":"b995ba05-fdf8-4924-bffa-b90baf04fc0d"}] migration failed due to [com.cloud.utils.exception.CloudRuntimeException: Failed to copy volume [uuid: b995ba05-fdf8-4924-bffa-b90baf04fc0d, name: Disk-588] to dest storage [id: c5c4a740-1080-3e9d-98a5-68e1f1799b55, name: ceph-1], due to com.cloud.utils.exception.CloudRuntimeException: Failed to copy cloudstack2/4b8d132f-90c6-416a-9426-14a99a8476ec.raw to f521b4da-369a-4f9e-919b-aef8dea4864d.raw].
