[C++][FlightRPC] Add separate release & debug workflows for MacOS ODBC

Currently we only have debug workflows for ODBC on MacOS. We want a release workflow as well.

Here is more context to this issue:

Since both release and debug versions build on macOS in the CI, it would be good to test both for more coverage. Only the release version of the build will have an installer. In future, if the debug build is adding too much overhead to CI, we can remove it as well.
