Create tests

We need tests for the protocol and implementation.

[ ] End-to-end tests which run the entire DKG and threshold encryption/decryption from beginning to end
[ ] Tests for each individual component, to get 100% coverage of code paths
[ ] Test vectors for components where appropriate
