Feature Description

Integrate malware/scam simulation scanning before user approves dApp signatures and in-app sends (Freighter parity Phase 3).

Problem Statement

No tx scanning today; mainnet readiness blocked. Roadmap 3.3/3.4.

Proposed Solution

1. Pluggable scanner interface in extension background.
2. Call on SIGN_TRANSACTION / send review.
3. User-visible risk UI with override policy.
4. Feature flag + offline fallback.
