## 🔹 ACTIVITIES IN PHASE E
### **1. Determine Key Implementation Projects**
- Evaluate gaps between baseline and target architectures (from B, C, D)
- Identify building blocks that need development
- Group architecture building blocks into **Work Packages**
- Determine dependencies between work packages
### **2. Review & Consolidate Gaps**
- Use the **Gap Analysis Matrix** from earlier phases
- Prioritize what needs to be done
- Validate that all requirements are addressed
### **3. Define & Group Work Packages**
- A **Work Package** = a manageable unit of work to deliver part of the solution
- Use techniques like **portfolio management** or **solution partitioning**
- Categorize into:
- **New development**
- **Changes to existing systems**
- **Eliminations/Retirements**
- **Commercial off-the-shelf (COTS) solutions**
