Let me correct you here.

It appears for everyone you have given permissions to submit an article since per–article comment options are article options, just like content, images, other information etc.

If you have allowed guests to submit articles then, yes, it will appear for them as well since it's part of the article editing form (Joomla uses the same form for adding and editing articles).

Ok I understand that for you, it is normal and that you will not insert a new parameter. I will hide it by css because the principle is that people do not have information to enter that they do not understand well
