Recalculate Fly after toggled

Describe the bug

When a claim has OwnerFly enabled, and the player is flying (while in the claim) with an existing plugin that introduces flight, such as a plugin that offers players temporary/timed flight, and they disable it to save time, the claimflag will not let the player fly until they enter/leave the claim again.

To reproduce

Steps to reproduce the behavior:

1. Set ownerflag
2. fly using a 3rd Party plugin
3. disable fly with flight command
4. try to fly using OwnerFly

Expected behavior

For it to enable while in the claim, rather than forcing the user to leave the claim and come back, via /spawn, or leaving it manually, etc.

I think I could fix this if I listen to the flight toggled event and trigger the flight recalculation a tick later. Shouldn’t be too hard

Sadly, still doesn't activate flight once /fly is deactivated.

It's kind of one of those things that is just an inconvenience really, as a player.

Sadly, doesn't seem to do what i was hoping for.
We currently use WFly for our flight outside of claims. However, if they disable /fly (from WFly) while in a claim where a claim flag is set to give the Claim Owner Flight, they will not receive that gpflags flight until they leave the claim/logoff and back on again.

b160 might now fix the issue if you were using PermissionFly. Looks like it wasn't considering that before
