Problem on creating new file in FTP site

I have set up an FTP site.
When I create a new file, save it and close it, then I cannot see it in the file list. The file exists (I cannot create new file with the same name, either with ShiftEdit or other FTP app) but it does not appear.

It sounds like a permissions issue.
Can you see it in another FTP prog, or check the permissions over SSH?
